For a long time, the treatment of black and odorous water is a difficult point in urban sewage treatment. What is the effect of black odor water treatment? What is the standard? In fact, it is clear that the document of the black and odorous water issued jointly by the Ministry of Ecology and Environment and the Ministry of Housing and Urban-Rural Development is clear. First of all, the water quality should be up to standard, which is better than the standard of mild black odor. According to the Ministry of Ecology and Environment of February 28, as of the end of 2018, more than 1058 black and odorous water bodies were identified in 36 key cities across the country, and nearly 1,000 were completed, accounting for about 94.58% of the total.
 
Among the 101 state-controlled sections involved in the black and odorous water body, the proportion of I-III water quality increased by 3 percentage points year-on-year, and the proportion of inferior V type decreased by 4.9 percentage points. More than 97% of provincial and above industrial parks have built centralized sewage treatment facilities and installed automatic online monitoring devices, which is more than 40 percentage points higher than the implementation of “Water Ten” in 2015. In order to complete the task, according to incomplete statistics, the above-mentioned cities have built nearly 19,800 kilometers of sewage pipe network and more than 304 sewage treatment plants (facilities), and the newly added daily processing capacity is close to 14.08 million tons.
 
Although the rectification of black and odorous water has achieved initial results, the future governance is still a tough battle with a tight time and heavy tasks. "Difficulties in the work of black and odorous water are still the problem of direct discharge of urban sewage. We have to see if this problem is effectively solved, and what measures are taken to solve it." Zhang Bo, Director of the Water Department of the Ministry of Environment, said frankly. In addition, due to factors such as inadequate supervision, some local water bodies have large areas of floating objects, and a large amount of garbage on the river bank is randomly stacked, which is also a hidden danger of black and odorous water body “rebounding”.
 
In fact, the purpose of rectifying the black and odorous water body is to use this as a starting point, forcing the construction of urban environmental infrastructure and speeding up the completion of the short board. Still on this account, the difficulty is conceivable, there are technical paths, and there are funds. The city's black and odorous water remediation investment is large, and the post-management and maintenance still requires a lot of funds, and the local financial pressure is huge. According to a recent authoritative media report, the investment in 36 key cities directly used for the remediation of black and odorous water has accumulated more than 113.7 billion yuan. How to ensure the realization of the goals set by the "Water Pollution Prevention Action Plan" and strive to achieve "long-term long-term clearing"?
 
In the face of these difficult hard bones, strengthening supervision and inspection has become an important part of the “Implementation Plan for Urban Black and Stinky Water Management” and an important means of future governance work. "Remediation of black and odorous water is a rolling management mechanism. In order to smoothly advance the above plan, the Ministry of Ecology and Environment has also developed a series of measures. Since then, the focus of the treatment of black and odorous water bodies in the next two years will be prefecture-level cities. In 2019, the Ministry of Eco-Environment will continue to focus on the completion of the goal to consolidate and enhance the prevention of rebound, and speed up the rectification of the goal. At the same time, with the focus of the Yangtze River Economic Belt, we will promote the rectification of black and odorous water bodies in prefecture-level cities, and strive to eliminate more than 90% of black and odorous water bodies in prefecture-level urban built-up areas in two years. In addition, the Ministry of Ecology and Environment plans to basically eliminate the use of the key areas in 2019, the pollution of water bodies, which are extremely polluted, and the fight against “water conservation”.
 
The challenge is also an opportunity. The above difficulties mean that there is still a certain investment demand for the black and odorous water body. Need to stimulate and protect the decisive role of the market, turning the potential environmental protection market into a realistic environmental protection market. According to the analysis, the market space for black and odorous water treatment in the country will exceed 400 billion yuan, and with the sewage treatment plant and river regulation, the market scale will exceed one trillion.
